September 2022 HCA Meeting Minutes

Hungerford Civic Association General Meeting
September 17th 2022
Elwood Smith Community Center

Meeting called to order at 5:09 PM by Patti Westenberg

President’s Report
Patti Westenberg

  • Provided background on history of the HCA

  • The Community Improvement Plan (CIP) requests are in progress

    • Due September 23rd 

    • Items requested (if requested in the past and denied will be requested again this year)

      • Pergola for ES

      • Keeping the supply of bags in dog walking stations fully stocked

      • Mini park on Wootton Pkwy

      • Fenced in dog run in ES

      • Signage for neighborhood

      • Speak with Patti for a full list or to add requests 

  • Large ($20,000-40,000) grants are available for re-foresting 

    • Anyone interested in spearheading an initiative can contact Patti for information 

    • Possible areas

      • Entrance on Wootton Pkwy

      • Near Dogwood bridge 

      • Replant trees on Cabin John Pkwy

  • A “Report a Concern” page exists on the Rockville website and is available to all residents.  They have historically been quite receptive

Treasurer’s Report

  • Balance

    • $831.21 in PNC

    • $17.58 cash

  • Tax status update

    • Spoke w/ someone from IRS last week.  Was given the information for the correspondence unit in order to get copy of letter detailing which information is missing from our application.

      • Expect a written response within 60 days.  

      • Per IRS best path forward to is to re-apply via form 1024.

        • Requires submitting $600 processing fee again

          • Previous treasurer Jackie Lin has already sent an appeal to avoid re-submitting this fee, may be a fruitless process to pursue at this point 

      • Letter to IRS to go out week of September 19th

Traffic and Transportation Update
Marc Plante

  • Sits on the committee representing all of Rockville, but can bring any neighborhood concerns up. 

  • Currently discussing the intersection of Monroe Street and Cabin John Pkwy

  • Will bring up possibility of adding 4 way stop at Brice Rd and Ritchie Pkwy as it is not an intuitive one-way stop

Getting ready for Fall!


Save the date for our annual Hungerford Civic Association Meeting 

SEPTEMBER 17 5:00-6:00 p.m. at Elwood Smith Community Center.

Agenda to discuss upcoming events, grant opportunities for sub-committees and any neighborhood concerns.  Even though we do not have much to share, to remain an active association in the eyes of the City and for tax purposes we must record meetings and minutes bi-annually.


💥Then STAY for our first ever CHILI COOK OFF 6:00-8:00 p.m.  We currently have 6 families volunteering to cook for us.  Can we get more? Email me at PattiWestenberg@yahoo.com to RSVP your Chili, Stew, Goulash, Etc. Voting and bragging rights to the BEST!

💛 Have a new neighbor? We would love to connect them. Anyone interested in creating a "Sunshine Committee" to welcome new homeowners and share our forms of community engagement? Could be as simple as printing this in a welcome card and delivering. Let me know!

HCA's annual Neighborhood Night Out - August 2


Hungerford's Neighborhood Night Out is an annual event designed to strengthen our community by encouraging neighbors to engage in stronger relationships with each other and with their local law enforcement partners.

National Night Out will take place at:

601 Harrington Ave - Elwood Smith Park

Tuesday August 2 2022 from 6:00-8:00 p.m.

As usual, the HCA will set up Elwood Smith for a potluck dinner so please bring something to share!  10-12 servings is perfect, label your dish and utensil if you need it returned.  
Chairs and beverages are also BYO. Set up outside is expected, but rain will move the food inside.
In addition to the city provided bounce house we have generous and talented neighbors who will provide live music for us: The Bowie Road Benders! 
Scruff McGruff is scheduled to come by too, with the Rockville Police Department!

The Memorial Day Picnic Returns!

Before we gather in the afternoon Rockville's Memorial Day Parade will take place at Town Center.

The Hungerford HCA is happy to resurrect the Memorial Day picnic at Elwood Smith community center and playground. Monday May 30st 5pm-7pm. Tables and chairs are provided, bathrooms available. 

The theme this year is BITE-SIZED!

Please bring something to share with your neighbors (approx 10-12 servings) that is "bite sized" or individual portions. 

A small prize and bragging rights will be awarded to the most voted savory and sweet selection. 

Bring some lawn games, comfy chairs, BYOBeverages and get ready to have some fun!

There is an RSVP in a Facebook event in the Hungerford Group, but it's not necessary, just show up.
